Northrop Grumman is currently seeking an Industrial Security Manager/Facility Security Officer- Manager Level 1 , to join our Payload & Ground Systems team in Goleta and Oxnard, CA . This position is 100% onsite and cannot accommodate telecommute work. Join the Space revolution and make the impossible, possible.

In this job, you will:

1. Manage and provide security oversight for three Northrop Grumman facilities located at Goleta and Oxnard, CA
2. Serve as the Facility Security Officer (FSO) for the Northrop Grumman Goleta, CA (Cleared) facility
3. Develop, implement, and administer security plans, programs, and policies for the protection of classified or proprietary materials, documents, hardware, and equipment
4. Prepare security plans outlining regulations, and establishes procedures for handling, storing, and keeping records, and for screening, granting personnel and visitors access to restricted areas, information, and materials
5. Study and implement federal security regulations that apply to company operations 32 CFR Part 117, the NISPOM Rule
6. Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
7. Maintain compliance with US Government security regulations and directives
8. Participate in internal and external security compliance assessment reviews and performs self-inspections to ensure compliance with government and company regulations/requirements
9. Identify deficiencies and recommend corrective action
10. Conduct Physical Security duties and responsibilities for maintaining and establishing new Closed Areas (e.g., complete fixed/closed facility checklists/survey areas, tempest checklist, review and approve facility drawings for new or remodeled classified areas) to ensure compliance with company and government regulations/requirements
11. Investigate security violations and prepare reports specifying preventive action to be taken. Maintain personnel security database, conduct inquiries for security incidents and ensures compliance with Government and company reporting regulations/requirements
12. Develop, implement, and administer Security Awareness and Annual Refresher Training and OPSEC program in accordance with 32 CFR Part 117, the NISPOM Rule.
13. Perform security indoctrination briefings for newly assigned personnel instructing individuals on the sensitivity of program information, requirements for safeguarding program documentation and facility security policies
14. Perform Personnel Security processes to assist in obtaining individual security clearances/accesses
15. Prepare, review, and submit DD254s and work with Enterprise Security Services Center
16. Manage subcontracts to ensure security compliance with government regulations requirements
17. Maintain classified accountability program, oversee secure storage and workspaces for customers and company, conduct annual inventory of accountable classified material
18. Ensure that all classified materials held by the sites are compliant with the regulations and directives which govern marking, handling, controlling, removing, transporting, sanitizing, reusing, and destroying classified information and equipment containing classified information
19. Establish and maintain COMSEC and COMSEC accountability
20. Provide security support to all cleared employees and approved visitors
21. Conduct new employee security briefings, annual security refresher briefings, derivative classification training, exit interviews, debriefings, investigating and reporting security violations and incident reports
22. Manage and maintain site security camera and badging access control systems
23. Maintain the facility Insider Threat Program and administers the Insider Threat Training for the site
24. Other duties as assigned

Basic Qualifications:

1. Bachelors degree with 5+ years of professional experience OR Masters degree with 3+ years of professional experience
2. Will consider an additional 4+ years of experience in lieu of degree
3. Minimum of 5 years of experience as a Facility Security Officer (FSO) for Processing Facility
4. Requires completion of FSO Program Management for Possessing Facilities Curriculum
5. Defense Counterintelligence Security Agency (DCSA) Certified Facility Security Officer (FSO)
6. Requires an active U.S. Government DoD Secret security clearance at time of application, current and within scope

Preferred Qualifications:

1. Strong understanding of physical security requirements and standing up of secure facilities
2. Ability to develop, implement and maintain a multi-disciplined security program for complex, major acquisition programs
3. Possess a thorough understanding and working knowledge of NISPOM 32 CFR Part 117, OPSEC, COMSEC, personnel, industrial, cyber, physical, and information security principles
4. Understanding and familiarity of DD-254 Implementation Requirements
5. Familiarization with issuing and overseeing contracts for facility security
6. Knowledge of MS Office suite software including Outlook, Word, Excel and Access
7. Proficient with NISS, DISS, eAPP, and SIMs

Salary Range: $107,300.00 - $160,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
